What Constitutes a Good Control System for Operations?

Some of the common requirements and problems involved in the operation of a
particle accelerator are outlined. The way in which the control system can
help satisfy, or block, these requirements are discussed. The emphasis is on
distillation rather than implementation. The paper draws on the collective
experience of SPS and LEP operations to illustrate some successful approaches
and some which have hampered operations.
